The Consumer Directed Personal Assistance Program (CDPAP) allows consumers who are eligible for Medicaid to hire and manage their own caregivers. This option is available for people with a long-term health condition that prevents them from completing the tasks of everyday life.

CDPAP can help you get the services you need, allowing you to remain at home and save money. It also gives you the peace of mind that comes with knowing your loved one is receiving the care they need and is getting the best service possible.

How to Apply for CDPAP

The first step to applying for the CDPAP program is to have a medical assessment conducted. This is usually done by a nurse and involves asking questions about your current health conditions, activities of daily living, and living situation.

If the nurse determines that the person needs home care, they will need a Physician's Order for Personal Assistance from a doctor to start the process of obtaining home care services. These orders outline the care services that will be provided to the patient and include instructions for how to perform those services.

Once the doctor's orders are in place, you must complete an application for the CDPAP program and select a fiscal intermediary that works with the agency. Once you have selected the right provider, they will work with you to recruit, interview, and screen the prospective personal assistant(s).

Caregivers do not need to have any specific training to work as a CDPAP "PA." However, they must be physically capable of providing care and willing and able to provide care to their patients.

You must be at least 18 years old to participate in the CDPAP program as a caregiver and you must prove that you are legally authorized to work in the United States. No legal minors can be paid as CDPAP caregivers, and spouses or parents of minor children are not permitted to provide care for a child under the age of 21.

Pay Rates for CDPAP Workers

Most CDPAP workers receive a weekly wage and are reimbursed for all their expenses through the CDPAP program. This salary is based on the amount of time they spend with their client and how much work they do.

The average pay per hour is about 8-14 dollars, depending on the type of care needed and how many hours they spend in a week.

How long does it take to enroll in the CDPAP program?

Generally, it takes about three weeks to set up services. This can be longer for some patients and depends on the patient’s insurance carrier.
