Leonid Neykov: facts and biography

Leonid Neikov was born in Odessa - but he is a new person in the City Council of the city of Yuzhny. He was appointed to the position of deputy mayor at a difficult moment for the city, already during the war. But it was he, together with the leaders of municipal authorities and law enforcement agencies, who managed to organize an effective defense of the South. Of fundamental importance was the many years of experience of Leonid Neikov, a native of Odessa, who worked for ten years in the prosecutor's office. Task in Yuzhny: law and security

“I think that he will become an assistant to the executive committee, in the sense that a legal assessment will be provided on the execution of certain documents. It is very important for me. There are two issues that always come to the fore: these are finances and the legal side. Therefore, now I will have a new deputy for security and legal issues, ”commented Vladimir Novatsky, Yuzhnensky mayor, on the appointment of Leonid Neikov.

A new position - deputy mayor, head of the legal support department - appeared in the Yuzhnensky City Council at the end of 2020. The deputies elected Leonid Alexandrovich Neikov, head of the Belgorod-Dniester prosecutor's office, as the first leader. On April 28, 2022, at the session of the Yuzhnensky City Council, the deputies approved Leonid Neykov as Deputy City Head for the activities of the executive bodies of the council - the official title of the position is Head of the Department of Legal Support and Interaction with Government Agencies of the Yuzhnensky City Council.

Leonid Neikov immediately got down to business. One of his first initiatives: the creation of a special department of internal security, which will prevent corrupt practices. “In order to organize and implement systemic measures to prevent manifestations of corruption, strengthen control over the performance of official duties by employees of the Yuzhnensk City Council, I personally proposed the formation of an internal security department of the Yuzhnensk City Council, since any corruption manifestations by officials pose a threat to the economic security of the country. Corruption is an internal enemy of Ukraine, it is no less dangerous than an external one,” commented Leonid Neikov.

Experience in fighting corruption

Leonid Neikov is an experienced lawyer. Over the long years of work in the prosecutor's office, he managed to successfully solve many cases, bringing the perpetrators to justice. Of course, a significant part of them was connected precisely with the prevention of corrupt actions by officials.

One of the successful examples of the work of Leonid Neikov is his work as a prosecutor of the Belgorod-Dniester prosecutor's office. In the summer of 2020, Leonid Neikov was appointed head of the Belgorod-Dniester local prosecutor's office of the Odessa region, and already in the early spring of 2021, Neikov became the prosecutor of the Belgorod-Dniester local prosecutor's office of the Odessa region. While working as the head of the Belgorod-Dnestrovsky local prosecutor's office (whose jurisdiction included Belgorod-Dnestrovsky, Artsyzsky, Saratsky, Tarutinsky and Tatarbunarsky districts), Neikov took a number of measures to combat the waste of budgetary funds, the fight against corruption in the environmental sphere.

As an example, thanks to the effective coordinated actions of the prosecutor's office and the Security Service of Ukraine, the former head of the village council of Zatoka, who had previously tried to hide from the investigation on suspicion of a number of offenses, was detained. In addition, the Odessa District Administrative Court satisfied the claims of the Belgorod-Dniester local prosecutor's office to invalidate the decisions of the Zatok settlement council on the transfer of recreational land with a total area of about 5 hectares to the ownership of individuals for individual summer cottage construction.

In fact, the effective work of Leonid Alexandrovich Neikov helped to prevent the seizure of land plots by the Zatoka settlement council. The monetary equivalent of the lands preserved in communal ownership, according to the most conservative estimates, is more than UAH 131 million.

This is not the only such episode in Neikov's career. Earlier, when Leonid Alexandrovich worked as a prosecutor for the protection of natural resources, he uncovered a criminal scheme of shipowners who allowed pollution of the Black Sea. The region's economy could have been seriously affected, but a lawsuit filed under his leadership allowed the state to compensate UAH 26.6 million. Most importantly, we managed to stop the pollution of the sea and damage to the ecology of the region. In the earlier stages of his career, Leonid Neikov also distinguished himself as an effective fighter against the drug trade. Thanks to his actions, it was possible to solve a lot of crimes, destroy organized criminal groups, and bring to justice the leaders of criminal groups.
